Development of the Investigation Managements inCrimes of Information Society and Virtual Community

Abstract:

The research shows the ways of the virtual planning to develop investigation departments in the Administrative Control Managements to reduce the creative types of the informative crimes. This is done by means of determining the goals, limits and the foundations of this strategy, its mechanisms, its fields and time periods. The goals are to upgrade the human factor and his administrative institutions as well as overcome the negative aspects of legal and technical experts. These negative aspects are represented in their small number and throughout their specializations and types. The foundations depend on the financial abilities, material capabilities, cooperation and coordination among the different departments. It is meant by the strategy of developing such departments, the future vision that the operations of finding facts concerning these crimes should be based on.
The strategy is considered to be one of the competencies of the Higher Leadership in the Administrative Control departments and the country in general which is specialized to issue the administrative decisions as it is dangerous to leave the process of development for coincidence.
The research also clarify the principal features for such strategy that could be applied according to the circumstances and the abilities of these departments in each country by determining the political dimensions to, effectively, achieve the development and its requirements represented in the organizational, technical, legal, judicial, information and political aspects.
