The Role of Special Economic Zones in Achieving Regional Economic Development: Opportunities and Challenges – the Chinese Experience as a Model

Abstract:


This study deals with research and analysis of the role of special economic zones in achieving regional economic development, the main factors in their success, and the obstacles they face. This is done by reviewing the Chinese experience in establishing and organizing special economic zones that have reached 5,400 regions in 150 countries, which indicates that it has become one of the main tools in expanding the economy and achieving development, especially in developing countries.
This study aims to clarify the nature of the special economic zones, their role and success factors in the Chinese experience, and the extent to which Arab and Gulf economies, especially the Kuwaiti economy, can benefit from this experience.
To achieve this, this study relied on analytical and comparative approaches, and included five main axes, the first of which relates to the nature and importance of these zones and their legislative and administrative framework. The second axis relates to the experience of these areas in China. The third axis relates to the role of these regions in achieving comprehensive sustainable development. The fourth axis reviews what the Chinese “Belt and Road” initiative means for the Arab countries. Moreover, the fifth axis discusses the situation with regard to the State of Kuwait and whether it is related to special economic zones or to economic reforms.
The study concluded that the experience of these areas has achieved success in China thanks to major factors related to the new economic philosophy and the procedures it adopted, which is something worthy of contemplation and study for the Arab countries in general and the State of Kuwait in particular.
