The legislative Measures in Organizing Major Sporting Events: FIFA World Cup 2022 Model

Abstract:
This paper discusses the legislative measures necessary to organize major sporting events, considering Qatari law and some comparative laws of countries that have previously organized major sporting events. The 2022 FIFA World Cup event held in the State of Qatar is a model for this research paper. This paper deals with two basic legislative measures associated with hosting major sporting events: the first criminal legislative measures. Secondly, the justification legislative measures. As for the criminal legislative measures, this paper deals with the two most widespread crimes in the sports field, which are the sports riot crime and the crime of illegal dealing in match tickets, by explaining what they are, their effects, and the actions that fall under the description of these two crimes. As for the justification legislative measures that decriminalize an act when it is committed in certain circumstances, this paper deals, first, with the basis of justification causes rules in the Qatari Penal Code No. 11 of 2004 and then moves on to discuss the legislative solutions provided by the State of Qatar, in Law No. 10 of 2021 regarding measures to host the FIFA World Cup Qatar 2022.
This research paper also discusses the temporary legislative solutions adopted by the Qatari legislator when issuing the World Cup Hosting Measures Law and the extent to which these solutions are compatible with the provisions of the Qatari constitution so that the research paper concludes with monitoring a set of results, and presenting several recommendations that it deems necessary to develop the Qatari legislative structure in the sports field and to support its ability to host major sporting events.
