Abstract:
After presenting the foundations of the Islamic system of government in his book “The Civil City State… From Practice to Theory – The Model State for the System of Government in Islam,” published by the Kuwait International Law School Journal in a special supplement with this issue, Prof. Mohammad Abdul Mohsen Al-Moqatei devoted two subsequent lectures, delivered to graduate students at the Kuwait International Law School, to monitor and follow up on the development of the Islamic system of government and its application in successive eras of the Islamic state, particularly in the Umayyad and Abbasid states. He presented the most important measures and transformations concerning the institutions and foundations of governance, which will be explained for each state separately, as stated in the afore-mentioned lectures.
