The Role of Administrative Control in Reducing the Spread of the Coronavirus Pandemic in Algeria

Abstract:

This study examines the overall administrative control measures taken by Algeria to confront and combat the spread of the new Corona virus epidemic, which has spread terribly in most countries of the world and taken many lives and became a threat to public health as an element of public order. It has also placed the whole world under a state of panic and anxiety as a result of the increasing injuries and deaths and the collapse of the health system in many countries of the world.
This study examines the effectiveness of administrative control measures stipulated in the legislative and regulatory texts referred to in the research. The importance of this research stems from the widespread of the epidemic in many countries of the world, including Algeria. This research also seeks to consider preventive and complementary measures to reduce the spread of the epidemic and the competent administrative authorities to take these measures and apply them correctly. The study also relied on the descriptive analytical approach through the analysis of many legislative and regulatory texts related to the subject of the research.
Therefore, this study deals with the administrative authorities concerned with administrative control at the central and local levels in the first section, while in the second section it deals with the most important measures taken in Algeria to confront the Corona virus epidemic (Covid-19) such as restricting some basic freedoms and organizing public facilities in line with the situation health situation and other measures. In the third and final section, the study also addresses the control measures listed according to what was included in the executive decrees referred to in the study.
The research concluded a set of results and recommendations, which are represented by the government restricting many basic freedoms in order to preserve the public order in relation to public health while giving administrative authorities broad powers to confront the epidemic and limit its spread. Therefore, these measures and procedures must be supported by other measures to go along with the widespread of the epidemic and go hand in hand with the necessity of activating it in reality by surrounding it with additional deterrent sanctions so that citizens abide by preventive measures.
