Abstract:

This article addresses the legal principles and rules that govern the unemployment insurance system in both the Arab Republic of Egypt and the State of Kuwait in terms of application, terms and conditions, and continuity. Moreover, this paper explores the unemployment compensation rules, its value, duration, cases of cancellation and validation, and the administrative authority responsible for its application according to the Egyptian Law No. 135 of the year 2010, and Kuwaiti Law No. 101 of the year 2013. The purpose of the research is to reach a comprehensive and integrated legal system that fulfills hopes, and the goals for which unemployment insurance laws have been issued.
This research is divided into three chapters. In the first chapter is the definition of unemployment, its kinds, and its social and economic impacts. The second chapter, discusses the conditions of the unemployment insurance and its scope in both Egypt and Kuwait. The third chapter, explains the unemployment insurance rules in terms of compensation amount, duration, and the cases in which unemployment insurance can be terminated in both Egypt and Kuwait. Finally, the research concludes with recommendations that formulate the general framework that should govern the unemployment insurance system, leading to the elimination of the deficiencies in the law.
