The Legal Framework to bridge the Digital Gap in the Field of Computer Software Industry: A Comparative Study

This study focuses on a very important subject which is the legal framework to bridge the digital gap in the field of computer software industry in UAE, Jordan, Egypt, France and International agreements, knowing that it is a basis for technology development, and it is a motive for many countries to support their economy. It tries to come up with a legal framework to bridge the digital gap in the computer software industry, in addition to the economic returns for the Arabic countries by legally localizing the computer software industry.
This study is trying to answer if the Emirati legislators have any laws which allow producing new computer software after developing them without breaching intellectual property rights. The most important results were that the Arab countries involved here could produce computer software and develop imported ones without violating the intellectual property law. The most important recommendations are to amend the copyright and related rights in the countries involved in order to regulate the inter-operability for computer software fulfilling the needs of these countries for this technology.
