The Topic of «Contemporary challenges of legal guarantees in a changing world» was chosen to be a title for the fifth annual conference of Kuwait international law school in 2018 .To discuss the obstacles faced by the Arab and international legal system to protect the vital interests of societies in recent years and the efforts and jurisprudence to overcome them (obstacles)
There is no doubt that this subject of great importance and vitality, in which the gains of mankind are subjected to respect for the dignity and freedom of the human and guarantee the right to security, safety, initiative , economic and other to the real threat. In this direct sense, the fifth conference is a continuation of the fourth conference entitled «Law: a tool for reform and development». It also falls within the context of the third conference that dealt with the importance of governance for Arab societies. It reflects an integrated approach and a clear vision in determining the role and mission of Kuwait International Law School to contribute in highlighting vital societal issues and inviting researchers from different international legal schools to discuss and make judgments about them.
The call for the Fifth Annual Conference has been witnessed a widely response , reflecting in part the quantity and quality of research published in this first part of the Conference›s publication, covering various issues such as: guarantees for the privacy of individuals in the light of the threats posed by some modern technologies and the «crowding out» of freedom of opinion, Expression and media for it. It also covered the role of constitutional judicial applications in the protection of rights and freedoms through a comparative study involving the Supreme Court of the United States of America, the Constitutional Council of France and the Constitutional Courts of Kuwait and Egypt. And presented two researches on issues related to the right of a healthy environment and the role of the State and civil society bodies. These are important issues on the agenda of global societies at this stage.
In addition, other researches covered the challenges faced by United Nations organizations, foremost among them the Security Council, in the establishment of international peace and security, international efforts to protect human rights and the extension of criminal justice through the International Criminal Court. Other researches has also sought to shed light on the dangers posed by cyberspace crimes, particularly piracy and the experiences of some Western countries in this field, resulting in new challenges and legal rules in the area of evidence and judicial proceedings .
The research presented at the conference revealed an important aspect of the challenges faced by contemporary societies in terms of legal guarantees. At the same time, it stressed the vital role of the educational and research legal institutions to achieve greater awareness of the importance of these guarantees in achieving sustainable development, in addition to providing academic and practical legal visions and proposals that will enhance legal guarantees. This requires ensuring the need to strengthen the legal system of education towards immunization and to prevent the aggravation of some negative phenomena, which requires the pumping of more investments in the educational and institutional sectors in addition to the activation of governance systems and the Performance evaluation. The educational and research sectors are an important element in the development of legal guarantees. Therefore, it is important to give them the appropriate attention. Which is the responsibility not only of governments and of official bodies, although they have a major role, but the responsibility is also central to private entities, public personalities , organizations and Civil society working in this field as well as intellectuals, researchers and legislators .
